DEFINITION
When cursor positioning by row, the cursor at 0,0 is at
the baseline of the first row of charactors based on
the current VMI.
Note: After a top margin is set it
becomes the top boundary; i.e.,
row 0; but after a left margin
is set, column 0 is still at the
left edge of the logical page.
