PayPal is probably the best around. Uses thier server to secure transactions,
no charges at all to get started, very minimal fees per transaction (1.9
to 2.9% and 30 cents), easy automation of shipping (via UPS or USPS) and
it keeps track of your sales on eBay. Really clean for the starting business.
There have been a number of horror stories (e.g.
paypalsucks.com) but if you read
between the lines, you can see that each person who was unhappy did something
dumb.

Don't leave $30,000 in your paypal account... pull it out to you bank account
every so often, and xfer that to another account.

Don't piss off your customers. If you are going to run a business with less
than 100% customer satisfaction, don't use PayPal

CYA by only shipping via trackable, insured, and reliable means. If a customer
complains, make it easy for PayPal to believe you or just refund it.

PayPal just doesn't email out notices that ask you to confirm your password,
bank account or CC information. If you get one of those, its a scam: Dont
reply.

Checkout is a new service with fewer features, but also a lower price. If
you use Adwords, Checkout is probably not going to cost you anything!
If you don't advertise with google, it costs 2% and 20 cents per transaction.
No integration with eBay or any shipping assistance.

VISA membership by becoming a Credit union? When asked about becoming an
ACH member, an official at Bank of America responded that "...Visa is owned
and operated for its owners, financial institutions and as such only financial
institutions can be members. I would recommend you first to your local ACH
association and if interested to the NACHA association where non-financial
members have a special membership." The response prompted the question: Can
Credit Unions be members? to which the reply was "yes Credit Unions can be
members of Visa, typically through CUNA or their Card processor. Several
credit unions are members of the Visa ACH, typically they only receive
transactions. A lot of credit unions are members of the Visa ACH through
their Corporate Credit Unions (WesCorp in California and Empire Corp C U
in New York)". Credit Union establishment can be nasty due to regulations.
However, HP has a credit union, and perhaps we can make inquiries of the
applicable HP credit union person regarding EFT and ACH stuff.

FUTURE: Credit Reporting and Inquiry Module? Using
standard credit reporting interface as used by TRW, Equifax and TransUnion;
offer an online database that would let people deliver debtor name and
addressing, bank routing and account numbers, ID (Sales tax ID, Corp ID,
SSN, Drivers License, etc), payment amount, days to pay, % invoice paid and
other applicable data items. For subscriber fee ($0.50 per transaction that
generates a match), registered SBE users would gain access to the online
database to check credit status of people and companies. Each submission
of a credit item would generate $0.50 credit that SBE user could use to make
credit inquiries. Encourages each SBE user to enter their customer's bank
code line (reasonably unique number) which then can be used for credit reporting
and drafting purposes (if they get their customer's permission). Mips gets
database which over time becomes valuable as generator of credit reporting
subscription fees. We could sell subscribers prepaid electronic
"cards" that give them X number of accesses. Could market on box the
"free credit reporting service included for registered users". Easily undercut
existing credit reporting agency costs (TRW, Equifax, TransUnion, Deluxe,
D & B) This could all be facilitated with E-mail and parsing and a database,
